The main problem is that the writers set up an ethical dilemma, but then never resolve it. They could have had Aang decide to disregard the previous avatars advice, do what he thought was right and accept responsibility for any consequences that may arise from this, or they could have Aang decide that the world is more important than his conscience and to do what needed to be done. Instead, they [[AuthorSavingThrow decided to make the entire question moot]]. If they weren\'t going to have the character take a stand on the question, they shouldn\'t have posed it in the first place; it\'s not so much lack of character development as sloppy writing.
