My theory is that there is already a Foundation base in Hell, due to how easy it is to wind up in Hell it would be possible that sinner Foundation personnel had managed to reorganize themselves and build a base under Lucifer\'s nose, their work consists of reclaiming/recapturing fallen D-Class and other personnel to maintain secrecy and for their own protection, researching what they can of Hell and Heaven, and to find a way back to the human world to show the 05 their findings. (Maybe to also ask 343 why he even approbed the exterminations)
