Harriet baited her (to the point of calling her a \\\"tin can\\\"), she took just two steps forward, and that allowed the Ace-Ops to close the door, separating Penny from the others (thereby actively preventing any team-work). Penny\\\'s not the first character in this show to have ever taken the bait, and she probably won\\\'t be the last.

The only thing the show has consistently displayed about her is that Ironwood keeps trying to stop her from having friends (something that gets mentioned in Volumes 2, 3 and 7). She develops friendships despite this, and is never shown to have difficulty working in teams. However, Volume 7 establishes that the Ace-Ops has also been discouraged from forming friendships with each other; they\\\'re expected to be professional and not personal. Unlike Penny, they actively deny bonds of friendship; that denial is explicitly stated in the show to be detrimental to their ability to function as a team, which is why they\\\'re defeated by Team RWBY.
