You said the Doylist reason for why he doesn't talk is that he has no voice actor, but that seems dubious to me. Obviously, this wasn't a low budget production where they can't afford to hire VAs for minor characters. If they wanted to, they could have easily gotten him a voice actor even if it was just to speak one line.
