I think I\'d instead argue that we\'re in the midst of a VillainEpisode, establishing what Talon is and stands for (SocialDarwinist true believers, profiteers who pay lip-service to the latter to line their own pockets, people only allied with them for their own ends, and people who want to spit on Overwatch\'s grave) and have set about making characters that represent all of these things. In the process, they\'ve tried to make their one-note bad guys just a bit deeper than just being evil.

Establishing the threat Winston\'s new Overwatch will face is not grounds for arguing they\'re taking over the story. And the reason we know little about that new Overwatch is that he\'s still forming it.
