As for HotterAndSexier, having begun the game, it might apply. You're right that character art has been pretty consistent in its revealing-ness for a while, but the character models are more realistic here. But an hour into the game there's a long, lingering shot of people on the beach including panning over a few women in bikinis which is incredibly blatant fanservice that I haven't seen in a main-series game. If that's at all indicative of the game (and the entry says that there's more, and that it's self-referenced), then it'd definitely apply.

EDIT: And now more lampshades to how Professor Kukoi is a WalkingShirtlessScene. And then him showing up as a shirtless MaskedLuchador. I think we can definitely say this applies.

Not only is there more fanservice, the fact that it knows that there is more has created a very noticeable shift. In previous games, if there was a fanservice-y character, they were just... sorta there. This draws attention to it and makes it even clearer.
