Even if the actual in-game effects are 100% the same from PTR to live patch, it always takes an adjustment period for people to figure out how well a rebalanced character performs in serious play. After D.Va got buffed, you had people complaining that her ult was overpowered... until folks got used to it and learned how to better avoid it, and now most people will tell you that it's way more powerful than it was, but still more-or-less balanced. NubianSatyress and I went back and forth for far too long about whether Mercy's rebalance was a buff or a nerf (he was pretty much entirely right, by the way, and in hindsight I should have backed off that hill sooner), because lots of places were predicting that she'd continue to be a must-pick until the actual results came in.

Rule of thumb, I'd say wait for at least week or two after a major rebalance for the meta to stabilize before considering any additions / deletions / revisions to TIS.
