We know she's a wanderer, her residence, if any, is unconfirmed. From what I remember, she doesnt seem to frequent the Hakurei Shrine anymore (except that one time in Wa HH 20) and was seen staying in Tenshi's heaven in her SWR ending.

Maybe it's just me, but if Public Enemy #1 frames you for treason and sends seven people made out of nuclear waste to your doorstep who scream loudly about conquering your home and killing everyone there, trying to stop them doesn't strike me as particularly bitchy.

Then again, she does draw a connection between making people happy and fermentation being a gift from the gods. And that's a red flag right there.

I think the idea is that only gods can directly touch your soul to make you generally happy for no particular reason. Other events can indirectly cause you to be happy, but that's not quite the same thing.
