Continue the bloodline, Fujimaru!To give a bit of context on why we're trying to fit characters into the alignment system here: It's sort of a requirement that most characters in the Trope Pantheon, where TPPR is ascending Mamizou, have an alignment. The place is the offspring of the D&D Pantheon: Normal rules don't apply there.
I'd say that Mamizou was True Neutral... But that's based off of my very limited understanding of Mamizou in the first place.

There was no point. it started off in Just for Fun and evolved into this mess of... things.
I would call Mamizou True Neutral, but whatever.
Well, Touhou is a comedy. It's sort of a running gag that the afterlife is run by an incompetent bureaucracy that keeps running into budget problems. They built a giant Hell that they had to abandon later, the Netherworld is overcrowded, so they have to outsource ghost-housing to abandoned hospitals, Tenshi's family got into heaven through the backdoor, thanks to nepotism, and of course the most famous is that Komachi's slacking caused an incident. In FS, the Ministry writes tour guides for Hell, because they desperately need money.
It's just... a thing that ZUN keeps doing.

So is Mokou the Nick Frost equivalent? Because that's kinda funny. (At least I assume she is: she occupies a space in that's occupied by a regular zombie in the Shaun poster, but she doesn't look zombified so...)

There are laws. But they're ill-defined. Think like... the idea of tipping. You don't really sit down and learn proper tipping procedures. It's just something you kind of assimilate (Or don't, depending. I'm pretty sure I still don't get it) into your 'proper behavior' without really thinking about it too much.
But I am very tired and so very poor at making thoughtful discussion. Incompetant celestial Beaurocracy came up in Jade Empire, too, so I wonder if it's a fairly common thing (because I've seen it in 2 places? I'm tired, hush.)
