Well it's not justification but rather expectation that all countries, including allies spy on one another. American anti-terror legislation on businesses for instance disallow collaboration, even for scientific ventures, between Americans and foreigners (even if it is say some German professor). This has caused a lot of uproar in the academic community since collaboration is necessary for any sort of scientific progress these days (the least of which you can't even do peer review without breaking american law).

Really? Because I know a Swiss guy who lives in Spain who is being sent to California to write papers for a Scottish university.

If there was a way to write "the academic community" in flaming red hot letters... oh wait

   the academic community    and    Peer review    and other things which are not issues of businesses. God I love that text.

There seems to be hyperbole and poor distinction between academic and business issues and a rather large leap in cause and effect.

Don't assume every response is the full summary of every thought in the posters head. I've tried full essay like explanations and qualifications on my thoughts. Nobody read them. Posts are made with an expectation of a response and then maybe counter-response that may lead us gradual to picking out the information we want to know from each other, just like a regular conversation.

So people are surprised that countries spy on each other, and use the embassy's channels to do so

first point, espionage is illegal under international law, in the same way that you're supposed to wash your hands after going to the toilet. Everyone knows, but pfft! let's ignore that little rule. using the embassy's info pathways, slightly trickier matter, because diplomatic comms are sacrosanct and you sorta shouldn't do that, but everyone does anyway. embassy personnel as spies, well, who doesn't know about station chiefs.

then we get to the whole "who are they spying on?", it gets complicated. if the embassy's running intelligence matters on their own citizens, no big deal. when the embassy runs surveillance on host country residents, that's kinda crossing a line. it's also quite dumb.

Embassies have always been used for espionage. That's why you kick them out when at war.
