Probably has something to do with the unusual way Sora became a Heartless, and/or Kairi restoring him to human form.
I have a message from another time...Axel seemed to start out with all of Lea's memories.
Not that we get to see Axel being formed. Roxas is the only newborn Nobody we closely follow.
I have a message from another time...They are pretty ambiguous on whether Namine has Kairi's memories or not too.
You'll also notice that (if I remember correctly) Axel and Lea's personalities are almost exactly the same, while Roxas and Xion have their own distinct personalties (they're more brooding, for instance ). That's probably important somehow, and I don't think it can be totally explained away by amnesia.

That one link definitely struck me as the kind of arc I wanted to with Kairi in a fanfiction I'm writing.
The answer to the question "Who am I?" could be many things, thought at the Despair Event Horizon, she would say "nothing".

Axel and Lea are, for all intents and purposes, the same person. When Lea lost his heart, Axel still had all his memories and abilities, and built his persona on that. Then he slowly developed a heart over the course of Days. After he was destroyed and then reunited with his heart as Lea, he had his Axel memories as well and didn't change that much. Well, Lea in 3D is more of a dork and generally more friendly than Axel, but the differences are minimal. More to the point, Lea and Axel never coexisted.
Now, the whole clusterfuck that is Roxas and Namine's creations (with some Ventus thrown in for good measure) is something we've never really had explained, but it's hard to seriously argue that Roxas is Sora in all but a metaphysical sense. Roxas is born without memories or even a personality, and he slowly becomes his own person throughout Days — a person who is very different from Sora. Considering he developed a personality as he created bonds with his fellow Organization members, it's entirely possible that he was indeed created without a heart as most Nobodies are and grew one, but most clues hint that he had a heart all along, no less because he looks exactly like Ventus.
And at any rate, Roxas existed separate from Sora. They were even ambulatory at the same time, for some three weeks or so. If Roxas were a regular Nobody, this shouldn't be possible. What I'm getting at is that it's pretty hard to argue that Sora and Roxas are the same person in the same way that Axel and Lea are.
