Too many free MMO's to compete with, not to mention both Final Fantasy and World Of Warcraft in the only-ones-left-that-use-a-subscription front.
Not sure how popular Dragon Quest is outside of Japan. Shame, as I loved VIII and IX.
And I kind of wish they'd make an enhanced remake of IX on the 3DS, with online play and Spot Pass.

So apparently Japanese 3DS users received a Mii Plaza Streetpass Puzzle update, including a Megaman puzzle panel. Very interesting.

I wouldn't. That means exactly nothing.
For starters, the Xenoblade Chronicles panel that we already have here is evidence that a panel doesn't have to be referencing an upcoming game (and no, Xenoblade Chronicles X doesn't count, since this one is specifically the first game, and was out long before we knew that X was a Xenoblade Chronicles game).
Even without that, there's Mega Man's upcoming appearance in Smash Bros., and the highly publicized effort to bring what is seemingly every Mega Man game ever to the eShop that it could be in reference to. Nothing about a Streetpass Mii Plaza panel suggests a new game.

I would kill for a Megaman Legends Compilation on the 3ds, but Capcom has been reluctant at that to say the least

We probably will, in the next update. I'm pretty sure the panels are fairly universal, since they can be shared between any two systems.

Yeah, there were two limited promotional puzzles that are exclusive to Japan. A Big Mac puzzle obtainable from Mc Donald's and one from an airport.
The Direct had MH 4, FF Explorers, DQX, a Tales game and a really generic game that I can't remember the name of.

October 11 for MH 4 U in Japan. Nothing else that I recall.
Weird, I was just thinking I hand heard anything about that game in a while.
