The first film had a complete shield, while the second had a partial one. The "Howard made a replica as a memento" theory was one I'd put forth earlier, especially because losing a developing friend and hero so tragically did seem like it would be what might start driving him to alcohol.

It's possible Howard made a spare or two during the time Cap was in action, and then held onto them afterwards, and for sentimental purposes did not make more for the military (even if they had had access to the Vibranium) like he did for everything else he made.

I'm with the momento idea. Just reinforces the image that the Marvel Universe seems to have with Howard Stark, while still keeping in tone with his last scene in Captain America.

I really don't think the Agent at the end was Sharon. I mean the actress looks good and all, but I've seen some stuff she's been in an she's no Hayley Atwell.
She hasn't been confirmed, either. AFAIK, there was never any confirmation she was in The Avengers, and she's even off the IM Db cast list.

That shield didn't look complete, it looked like a plastic piece of parts put together, chances are it was prototype. To think that it was the actual shield woudl be sily considering how it looked. I thought it was obviously some prototype one of the Starks had lying around trying to make a shield without vibranium. I mean really people, actually look at it
