The point of filler arcs is to give the manga more time to make content instead of having the anime overtake it. It was put in the middle of battle city because battle city wasn’t done yet.

I remember I stopped watching the anime around the start of the digital arc as a kid.
Then when I got back to the show as a teen, I just skipped the digital arc to head straight to the tower and nothing of value was lost. The transition felt seamless.

Also milleniun arc is one with few if barely any damn duel really. so it can be cover rather quickly.
