- Gen 1: Fish for it in the Safari Zone or buy it at the Rocket Game Corner in Celadon City.
- Gen 2: Fish for it or Surf at the Dragon's Den, fish for it on Route 25, buy it at the Goldenrod Game Corner (GS only), or get it as a gift from the Dragon Den Master (Crystal only)
- Gen 3: It's only available in FRLG where it has the same requirements as Gen 1.
- Gen 4: Fish for it at Mt. Coronet for DP Pt. HGSS has all the points from Gen 2 but you can also get it at the Safari Zone.
- Gen 5: Fish for it at Dragonspiral Tower which is not available until postgame. You also can get a shiny Dratini from Benga but you have to beat White Treehollow which is very much end-of-postgame material.
- Gen 6: It's only available in XY where you fish for it in Route 21.
- Gen 7: It's in all of the games. For the Alola games, it is available in Poni Gauntlet, Poni Meadow, and (base game only) Vast Poni Canyon. For LGPE, it is found on Route 10 by surfing.
- Gen 8: It's only available in the DLC (Ballimere Lake in the Crown Tundra) and BDSP (same place as Gen 4).
- Gen 9: It's in South Province Area Six, North Province Area Two, Casseroya Lake, and random 3-Star Tera Raids.

I used the Dratini line in Scarlet and it was pretty fun. I'm not sure what other game you could get it early enough to make good use of it.

I mean, technically. In practice wild dratini are all high-leveled, and not only do you have to worry about surviving the encounter, gen 9 gives a penalty to catching pokemon above the obedience cap

Oh God! Natural light!One of the greatest typings of all time. Don't think that's worth much with 85 Attack and 65 Sp. Attack. Not even that bulky in an in-game context. When it can use physical water moves in gen 4 it's fine enough, so go for it there.

I'll consider it for a future Heart Gold playthrough.
Speaking of which, though...I might have asked this before, but it's been awhile: I want to try a Meganium run for once, but I'm having difficulty deciding what other Pokemon I should use. Any recommendations?
Oh God! Natural light!Obviously, you'll immediately run into stumbling blocks with both of the first two gyms. Your best bet might be to go north of New Bark Town/Route 29 to the small bit on the base of Route 49 you can get to and catch a Geodude. Its a good choice for both gyms, though since without trading you won't be able to fully evolve it, you'll probably drop it from the team eventually.
I do actually have avenues for trading, as I have my sister's old DS in my possession.
I have been wanting to use Golem, but I dunno if I wanted to do it in Heart Gold.
As I recall, there's an in-game trade for an Onix in Violet City. Onix itself is only so useful, of course, but I have been wanting to try out Steelix...

...Hmm, actually, it looks like wild Magnemite can very rarely be holding a Metal Coat.

So that really just leaves Scarlet/Violet. It's available in that game and the open world nature means you can go grab it as early as you want. Maybe also Let's Go since you can more easily get one in that version by catching one in Route 10 once you have the Surf equivalent, tho still a bit late and will take until the very end to fully evolve.
