Gym Leaders and team Admins/Leaders get unique dialogue in these cases while random NPCs get slightly less unique dialogue.

If a tree falls in the forest and nobody remembers it, who else will you have ice cream with?Actually, the no HM thing seems to be Alola only; one of the NPCs you talk to at some point actually expresses shock that HMs don't exist in Alola, and gives you one of the old HM moves in the form of a TM. Which might mean that any revisit to a previous region is going to bring HMs back, since it's canon that they still exist, not just in Alola.

On top of that people have hated HM's for years. Like Hashil said if they kept TM's as renewable odds are good for HM's being gone going forward.

If a Sinnoh remake does happen I can see them re-implementing HMs for it. Which would suck because Sinnoh is probably the posterchild for why HMs are bad.

They might be removed from future regions, but any revisits to regions from Gen 1 through 6 is going to have them back.

As far as Ride Pokemon being exclusive to Alola, I could easily see a similar feature being implemented elsewhere with the hand wave that visitors from Alola introduced the concept. We already even had prototypical forms of it in X and Y with the Skiddo, Gogoat, and other Pokemon you could hop on for brief parts of the game, and the concept of riding Pokemon is something that's pretty universal to the franchise anyway.
I really doubt it, given how unpopular they are. We've had standbys scrapped before, like, for example, the Game Corner.

Just because they were said to originate in Kalos and are mostly found there doesn't mean they're unique to Kalos though. The keyword to keep in mind is mostly. It's been awhile since I touched Moon but I'm pretty sure Ride Pokemon are explicitly stated to be an Alola only thing ingame.

NPCs tend to talk about newly implemented features as if they're new in-universe only for the first game (pair) that feature is introduced in. No one said a word about the Fairy type being newly discovered after XY, not even in ORAS. This series retcons itself constantly, making Ride Pokemon the default from here on wouldn't be a stretch.

Razor Claw is the same. Can only be found on a Pokemon with a 5% encounter rate, and has a 5% chance of holding one. At least SOS battles make it easier.
