I caught myself thinking it was actually one of the best support I've had in recent memory and the realization startled me.
But for some reason unconventional support never works for my teammates.
Blitzcrank is cool. Thresh is cool. Both of them duo'ing in botlane? Let's just say Thresh is not that great of an ADC.
He is when he gets off the ground. That Flay passive, man. Damage for days.
Anyways, Voli can just hide in a bush and rolling thunder into the enemy. Or just regular rolling thunder into the enemy because they don't know what to expect. then roar to scatter the minions and slow the enemy you've caught, slap them around for a bit, and chomp so your ADC has an easier kill.

If he tries to get close, he's pretty easily slowed with glitterlance.
Worst case scenario, if he does manage to get close, you can still whimsy him so he cannot use his flip, or your can whimsy the adc so he can retreat.
In the improbable event that Voli manages to get someone low, you can hugeify and shield them to deny the execute.
(I also feel like I have made this post before. Because I find this to be one of the most amusingly one-sided matchups of the game.)

In situation like that the question is less one of 'how do they counter one another'(Because yes, you're right, Lulu could handle Voli easily enough on paper) but how the players react to one another.
It's like that team that likes to pull out Hecarim Mid: Hec should pretty much always have a bad time mid, but when he comes out he does well because a lot of midlaners don't know how to deal with giant ghost horse bum-rushing you to death. The Voli thing would be similar: a Voli support would have to rely on the fact that the enemy probably doesn't know how to deal with it or would have the presence of mind to respond well. How well do they respond to each other? If Lulu slows to early, Voli can just back out and wait for a better opportunity. If she hugifies, that's her ult used to Voli's basic skills, unless he's using his Storm for more damage(In which case he can kinda just keep going). Plus, Voli's passive supports mad rushes regardless of circumstance.
I agree with you that between two good, prepared players it goes in Lulu's favour... but that kind of matchup may not, in fact, happen. Heck, I've had good success as Support Voli against a Thresh, who should be even more capable of shutting him down.

You're guaranteed to outdamage most people that aren't resourceless/spam ability champs. If you have enough space to chase them down you can get a quick kill. Then you go from there.
If not, farming at tower isn't too hard for her and one gank is enough to get the ball rolling.
But evelynn is extra squishy. Just appearing out of the blue behind the guy would easily lure the attention of minions and the guy to you, so I can see it happen if the guy was poked somewhat but from 100 to 0?
I mean...maybe if she tried to kill the enemy jungler in some wily, boldsy move?

I can't count how many times I've been eve'd while jungling.
Even though it would be a completely terrible idea and probably kill the game, they should massively buff Shaco just for 1 patch so the new players can learn what facing that was like.

Also yes, Thresh is a surprisingly fun champion. Those hooks are tough to land at first, though. Takes some learning. Really solid once you get the hang of him though.
