Now the ending to Dragon Ball GT the dragon stated that he brought everyone killed back to life but could not repair the damage to the planet so those who got brought back to life would just die if starvation. Inferred Holocaust . It became a No Endor Holocaust when the later movie came out.

Just to nitpick an example, while the Dragonball GT TV movie takes place after the end of the series, it was released in the middle of the series (both in Japan and America). So by your definition it's No Endor Holocaust all along.

Also, I agree that the trope(s) shouldn't be specific to large buildings. The Dragonball GT example isn't about large buildings.
