In this case, Team Rocket isn't doing the transforming, their insurance simply covers it. I think it's a better fit at SUFTD. (..."the job just has some very specific benefit that they want. Health plans...are popular.")

agree, it seems like the difference is "if this person won the lottery, would they still need their employers help to get the upgrade?"

Does a transgender character joining an evil organization (for context, in this case, it's Pokemon's Team Rocket, so fantastic setting but basically mundane medicine/tech) because the healthcare plan covers their transition fall under Working for a Body Upgrade or Signed Up for the Dental? Dental says that it's supposed to cover mundane examples, but Body Upgrade has that very scenario, minus the evil, as one of its real life examples.
