The laconic from Applicability says that it happens when Word of God tells the audience they can interpret the work as they want, but several examples in the page don't mention any quotes or sources. Which is the correct?

Not a good laconic, that's basically Shrug of God. Applicability is the ability to attract interpretations and the relatability of a story under different analogies, being the supertrope to things like Values Resonance and Does This Remind You of Anything?. The author doesn't need to have any say on the topic.

In general, I recommend not relying on laconics: they have some notoriety for being unreliable.

In this case specifically, applicability isn't something that the creator does, as such (save to the extent that they're not using allegory). Rather, it lies in the audience finding things within a work that connect to their lives—that apply to their situation, in other words.

To borrow from the page-quote (which I think gives us the term) (emphasis mine):

I think that many confuse 'applicability' with 'allegory'; but one resides in the freedom of the reader, and the other resides in the purposed domination of the author.
