Basically, should Official Fan-Submitted Content be counted as Mythology Gag if it's "referencing another work in the same franchise"?

I just assumed that mythology gags only count if the creators put it in as a sort of non-sexual fanservice, so I would like to clarify this.

If it's integrated into the actual content of the work it doesn't matter if it's was based on fan suggestions. The key definition of Mythology Gag is that it is referencing material separate from the core continuity, whether it be a whole other Alternate Continuity or non-canon tie in material. Depending on the example it might be more appropriate for Meme Acknowledgement, Continuity Nod or Development Gag.
