First of all, let's get the setting sorted, shall we? Feel free to add more to the infrastructure and details of the city.


Location: Atlantic City

Considered to be the hub of spirit activity as well as the general concentration of higher-end espers, Atlantic City is a coastal location famous for its colossal skyscrapers, pyramid-styled buildings and office complexes, overly packed streets, beautiful weather, and crappy excuse for a lighthouse. Advertisements and commercialism rule supreme here, yet its contrasting urban atmosphere in the areas outside the relatively small commercial centre have been quite jarring for new visitors to comprehend. What with the rampant spirit attacks that have made Atlantic's fame so prominent to begin with, the budget has been focused purely on extravagance and tourism over comfort and utility, and the local term of "Atlantic Syndrome" has been coined to describe the disorienting feeling one gets whenever walking from the more urban areas to the inner city.

At the very centre is the unfinished EYE Tower, which has been unfinished for as long as anyone and their grandma can remember. The Plaza is ill-advised for anyone with the slightest degree of epilepsy to visit, and the suspiciously named Hexagon is the facility in which newly discovered espers are sent for grading and power study. The local police force has become notorious for either being all for or all against the idea of espers dealing with spirit attacks—half practically throwing their guns down and running for the hills as soon as one shows up to help while the other half tends to barely tolerate their presence all the while. Espers are considered average and ordinary—and it seems to be Atlantic City's goal to romanticize them in the eyes of the public.

The dilapidated warehouse district is where the most spirit activity lies, and is the most regularly patrolled area by Grade 3 espers. This district is mostly abandoned at this point due to its morbid reputation, and fearful rumours have been circulating regarding the possibility of malevolent entities plotting the city's takeover—or worse, its destruction.

Rampaging or unstable espers are sent to special divisions in the Hexagon; the most dangerous of which are instead delivered to a maximum security prison with appropriate accommodations and a variety of cells on an island just off of the mainland. Psychic signals are blocked, so the conditions and wellbeing of the prisoners are largely unknown.

Café Banal is one of many corner establishments on the outskirts of the inner city, and is considered a safe haven for espers to discuss sensitive or controversial matters in due to its relatively quiet nature and background of empowered activity. Plus its tendency to attract spirits means it's a common excuse for espers to meet up. Granted if they can get through all the hubbub and neon lights that precede it, of course.
