What show was that: a man running away from an evil eye in dark clouds

Older show (I saw it before 1995), animated, probably a TV series (but not sure, it could be a film or couple episodes only) The scene was a man (I think in a suit, and was a doctor). He was chased/haunted by the big eye in the stormy clouds (it got really dark, it looked like an apocalypse/the final judgement, like the eye was shining or deep that it could swallow your soul, or something like that). He was running away from it, in a car (a cab?) but (if I remember correctly: he tried to reach a door of a building (a massive building like a museum or castle), perhaps the door was closed, not sure, he sees the eye in the sky and falls on his knees with cry of defeat) - I'm only sure about the eye in the dark cloud and him scared of it like hell. I think either the eye was evil or the guy was and the eye was a sort of justice. The scene was extremely dramatic to me. No luck in trying to find it by this trope. Anyone?
