You don't need discussion or approval to swap in a higher-quality version of the previous image, you can just do it yourself and be on your way.

I went ahead and replaced the current image with the higher quality version because of this rule. You can keep discussing whether or not any of the other pics can replace that, but there's no reason to keep the objectively worse image in the meanwhile.
