As far as my (limited) GTA adventures goes, Liberty City Stories has your asshole of an boss sending you into the cargo hold of an ship. And surprise, surprise, there's chainsaw-wielding gangsters everywhere while I got an SMG. One massacre later, Mr. Asshole shows up, starts whining on how my character is ruining his career instead of admitting that he's wrong. Cue the shotgun that I "found" from an police car that I "borrowed" a few minutes ago.
I rate this horrorific scenario as FAIL.
I also played Chinatown Wars, but that was more of an manchild, your entitled uncle trying to off you, and the successful businessman competing against each other for an promotion than scaring the shit out of the playerbase.
As for everything else that I've touched...Blame an specific enemy for scaring me from playing an level while I was little.
