At the bottom of every wiki page, is a line that has a link to the index that page is on, and to the left of that link is the page prior on the index, and to the right of the index link is a link to the next page on the index.
All recap pages should be indexed on the series' recap page, and most pages should have additional indexes.

There's some confusion about what's being asked. The markup to center text is fine, we can add that to Text-Formatting Rules if it's missing. As for creating next/previous links on Recap articles, that's what indexing is for.
