It's when the heros are either trying to avoid the villains and/or they're trying to stop them. Meanwhile, they're on the run from the authorities, whether it be police, federal agencies, and/or the military. Many examples include The A-Team, Sonic Adventure 2, Fast Five, Paycheck, and many others.
