Help with a Hunger Games OC

So I'm writing a Hunger Games fanfic that's focused on an OC who's a member of the Capitol elite. She a teenage girl whose father is grooming her for a career in politics and thus she will be involved in some of the Capitol's intrigues. Here's where I have a problem: I don't want to end up where she's advising President Snow or placed in charge of some committee. I want the plots and intrigues my OC is involved in to be realistic for a teenager in that situation.

One idea I had was to have her father arrange for her to become an aide for some official. Another idea was to make her father a businessman instead of a politician. He would let her manage some of his business operations and perform some tasks for him. I figure that I can justify her special treatment using nepotism. My one issue with this idea is that most of the industries in Panem, or at least the important ones, seem to be government owned. I feel that centering my plot on a private corporation might contradict that. What do you guys think?

I might ask on one of the hunger games threads in the Media forum area. If anyone watches those threads, they may have opinions on how realistic private businessmen are.
