Because companies spring up at natural locations and having one in Europe for the sake of having one in Europe would be quite arbitrary?
And where would this European console be headquartered? Folks have went to actual no-shit shooting war in Europe over much less than that.
Makes no sense in the modern globalization market.
Rather the bigger question should be why hasn't Apple Corp. tried to make their own console. I know Steve Jobs tried to approach Gabe Newell and a couple of other major companies about the prospect, but nothing solid ever turned up.
Paris or London would probably best the best places, as France and the UK produce the majority of Europe's games. Berlin would also be a really good choice due to central location of Germany and Germany being the largest gaming market in Europe.

It's the only major gaming market that doesn't have one. Asia and North America, the other two major gaming markets, have their own consoles (Sony (Though their Playstation branch recently relocated to the US), Nintendo and Microsoft), but why doesn't Europe?
