trying to remember a program from this description

This has been bothering me for years and finally going to see if I can get an answer. I remember seeing a episode from a program about someone that got a ticket for not using his turn signal. It turns out he did use it and proved that the sun at a certain angle prevented the officer that gave him the ticket was so bright and at a certain angle that it kept the light from his turn signal from being seen. And the charges for not using it had to be dropped. Does any one else remember this? It was probably from the 60's or early 70's. Or if I cant get any help here can someone direct me to another site that can give me the name of the show and episode?
