Some of the protagonists originate here, but they count as villains in their own right.

Meh, I'm still conceptualizing their origin story. They achieved their power through subjugating nearby communities and offering them a position in the nobility depending on their contribution. That's why there are different classes of people there. The highest are the Ecclesiasts (the clerics), the middle class are the nobility, and the lowest class are your average commoners.

The Church has their own army, which immediately puts down any revolution that might arise from discontent or any other reason. The nobility may levy an armies of their own but it has to be under the watchful eye of the Church. When preparing for a massive military campaign, the Church requires the assistance of the commoners, and so they select the most competent commander available and train a Crusader army for a holy war.

Never underestimate those plebeians, for behind one man with a knife is a dozen more with assault rifles. The new army is unskilled in battle and most are likely to die before they become an elite fighting unit.

@Serrocco: Both, essentially. He's a man-made supercomputer possessed by the spirit of what was once a deity. He's also able to channel vast amounts of magical energies (which keeps him powered, too). This makes him an ultra-powerful magitek supercomputer, with a legitimate claim to divinity.

Think like if a supercomputer was armed with Arithmancy-like magic, and you can see where his power comes from.
