Recently in a thread it came up when I was asking about whether I could post two reviews on the Tales of Destiny page, one for one game and one for the other, I was given the answer that if the two games are significantly different, they should be given separate pages.
Having played the 1997 version and part of the 2007 version, I can say they are incredibly different games. The battle system isn't just polished, it's completely different, the only real thing that's the same is that it's a sprite-based 2D real-time combat system. The story is drastically different in several places, and all the characters who were optional in the original (except Lilith) have been written into bigger parts of the story. Also, there's Leon's Side and Lilith's Side, which aren't part of the original game at all.
I think the changes are significant enough, but I wanted some more opinions on this.
