I would suggest we caption the image with what Dredd's saying. I think it's appropiate to show how people would live in a Mega City and also because I can't read what he's saying at wiki size.

I think that caption reinforces the image if it somehow doesn't convey the image of a huge amount of people living there.

Perhaps use part of the opening line of a character from a Judge Dredd story:
- "800 million people in this city, and not one of them is my friend."
The rest went "I'm lonely! Lonely!" Then he jumped off the top of a building.
I think he got caught before he hit the ground, because the buildings are that tall and the judges have hover-wagons.
