No they're not always. This is why you actually have to pay attention to what's said. Some companies like to use shipped numbers to inflate things, some just use sold because the numbers are good enough to have no reason to.
Nintendo's numbers on their site and in their quarterly reports are always shipped. They sometimes use sold-through numbers when doing PR or in their results briefing like with the Odyssey numbers, but Nintendo's easiest to access data is shipped.

It feels to me like a Fire Emblem Fates situation; I like the series, but this entry is just doubling down on the parts of previous entries that I didn't like at all.
I have a message from another time...I did greatly enjoy Fire Emblem Fates, controversies and all, and the first Xenoblade captivated me. I hope Xenoblade Chronicles 2 can provide that same spark.
