As soon as Bill figures out Prismo's weakness, we've got a dead Wishmaster on our hands. Bill has no material body, so as far as I can tell, in Prismo's realm he'd be just as powerful without that weakness

Prismo is powerful, but Bill knows things. And he'd be able to manipulate Prismo into screwing himself over.

Cipher can hack the universal source code so to speak (the universe is a hologram buy goold!) so he can probably be considered too subversive/self creating to be wiped out with a snap of the finger. He also SEES EVERYTHING, so he can probably zero in on Old Man Prismo (and let's not forget that prismo is just the avatar of OMP's Brahman dream) and...wait, has Cipher ever actively harmed a sentient on the physical plane? He might be tied down by spirit/demon rules.
I'd call this a draw. Prismo can manipulate reality but Bill can hack it while existing outside of or under the semiconscious realm mortals inhabit.

Who would win? I'd want to say Prismo because he's basically a reality warping god, but, he's also a nice guy and Bill would probably take advantage of that.
