Hi, there's this really good fanfic I read online, and I thought it, maybe, deserved a tv tropes page. However, I'm, like, a really new user, and am kind of nervous about making one, so I wanted to, A. know if I could propose someone else doing it, and B. if so, where do I make such a proposition?

You mean you want to make a work page for it, and not an index. And index is basically a collection of tropes or works.

First, read How to Create a Work's Page.

You probably want to create it on Fanfic.Scream For Me.

Writing a short description of what it is, and compiling a list of tropes are the most important parts. Just do that in a text editor somewhere so you can do it in peace without worrying about time limits. When you're satisfied with that, go to Fanfic.Scream For Me and edit that page. Make sure to preview to see if it looks okay. If there's anything you need help with about that, you can check if Administrivia has any other pages that would help (Editing Basics is probably the most useful section), or ask here.

Once you have the page edited, you can go on to the other steps, like setting the page type and so, as described on How to Create a Work's Page.

Okay, is it possible to get some help, also, like just advertising it as something that deserves a page? Also, could I advertise my own fanfic for a page (this isn't mine) or would that be too much?

Well, especially when it comes to fanfics, it usually ends up that if you want it done, you're going to have to do it yourself. That mostly goes for the grunt-work (which requires knowledge of the work), since there are usually a lot of people willing to help with details such as formatting, language, policies, and other details you don't have to know the work to be able to help with.

Pretty much the same goes for a page for your own fanfics. You're allowed to make them as much as for any other work, with the exception of YMMV tropes.

Anyway, to give a more directed answer to your question, a few fanfics and many series do have discussion threads, so that's a good place to start. Just search for them. It's generally better to ask within a specific fandom than the entire site or in general threads.
