Dont let the opposition define your choices. Whatever the pro-government groups may claim, you make counter claims. You dont limit your options out of fear of what the other side may do. That's giving the initiative away.
The last bullet point is for all practical purposes already fulfilling your "not limiting your options" statement. Even if they do that genuinely and truthfully they would still be considered "enemies of the state", or that they are "hiding something to undermine the government". Which is par for the course obviously, for such authoritarian regimes.

I expect the cycle of protests to keep rising and falling until either there is some kind of real democracy in Hong Kong or, more likely, the PLA slam them down in a bloodbath.

That's because the RMP, despite being under the Home Ministry, acts independently most of the time (to the point that the Home Minister had opposite opinion with the IGP). In fact, the ones who has the real power to ban him is the immigration, but the police do influence them when it comes to things like this.
