The last couple episodes don't follow the manga exactly as they take bits from different chapters and stuff that hasn't happened in the manga (yet at least). I would say go with 14 or 15 as that's when Kujo's introduced and things shift around a bit and given the translations are only up to 19 you don't have much to go through anyway.
