I have to assume so...not a good thing to do on a runoff, but this has been so contentious that it's not really surprising.

I only voted on one of those two options, and I voted it down. If someone else also did that, but voted the other down, the options would both be negative.
Was "no image" an option in the first crowner, before the runoff? That is suggested in the OP.

...although 11:7 is not clear consensus I don't think.
