Oooh, I read Manhole. Is Yokokuhan the same flavor?
Yokokuhan is kinda like a techno thriller version of Death Note where a few people (Who felt society has wronged them in so many ways) decides to fight in a vigilante style against those individuals.
The kicker is when a Japanese-Filipino died 'cause of one kidney and his foreman didn't help him get to a hospital. He didn't get to see his Japanese father.

"Exit muna si Polgas. Ang kailangan dito ay si Dobermaxx!"3 volumes are out. Ed from Vertical says that the got the license easier when the mangaka gave them a good deal they can't refuse. First volume is due to be out by September 2014.
"Exit muna si Polgas. Ang kailangan dito ay si Dobermaxx!"There's a spinoff of this called Yokukuhan: The Copycat.

"Exit muna si Polgas. Ang kailangan dito ay si Dobermaxx!"
The twist? The day after, his prophecies have been completed on the front of the TV news. Who is he? How does he do this? What are his motivations, his ambitions?
It's the start of a race against time which leads the inspectors to an empty seat in a cybercafe in the outskirts of Tokyo... But while the investigation is blocked, the popular support grows around this mysterious figure. Dropouts, employees tyrannized by their hierarchy, web users accustomed to chat and forums discussions: more and more are finding themselves included in his fight!
May I present to you Yokokuhan, a psychological seinen manga about a man named "Paperboy" (Since he wears a mask over his head made from newspaper scraps), who delivers videos over the internet about delivering justice against those who have wronged society. However, the police are trying to catch him since it encourages vigilantism.
Tetsuya Tsutsui is known for the manga Manhole.
And yes, this has no tropes page yet. Currently, the manga is in Japan via Shueisha's Jump X and in French under Editions Ki-oon as "Prophecy".
