Well, my area has a station that subscribes to Smile of a Child, which is a 24-hour Christian children's programming subchannel...
I suspect the only reason PBS doesn't do one is because it'd directly compete with Sprout, their 24-hour children's programming cable channel.

I'm pretty sure WGBH still runs one in New England, but the programming gets replaced by adult science and history shows during primetime and late nights.
