Jaraxxus is one of the most amusing cards in the game. It is kinda nice he is functional also, so seeing him be played is not particularly rare.

Not a substitute for a formal medical consultation.I finally got enough dust for a Legendary. I should go with Dr. Boom, yes? Or should I go with Sneed's Old Shredder? Or something else entirely?
Right now I'm leaning the most heavily on replacing Kel'thuzad in my Haphazard Ramp Druid deck with Sneed's, but I'm not sure. (That deck already has enough 7 drops with the Ancients, so I don't think Dr. Boom would work quite as well there. The rest of my decks are either rush decks, unplayed, or a Shaman deck that's already essentially fine.)

Anyone who assigns themselves loads of character tropes is someone to be worried about.Really don't feel I can compete with Legendaries. I just lost against a Paladin that brought out Cairne Bloodhoof, Hogger, Kel'Thuzad, Sylvannas and Ragnaros. I managed to get through all of them until Ragnaros came down and killed me past my Sludge Belcher.
How do people get that much dust? I've got shit 260 right now, and that's having spent nothing since I played this in Beta. I can't see any way other than arena rewards and disenchanting cards. Arena is random, and I've been told not to disenchant cards as it's terrible value (and I can see that).
...disenchanting cards is the only way to get dust. The only reason not to is if you expect them get nerfed in the future, so you can get Blizzard's consolation prize of disenchanting for full value. Which also means you end up disenchanting them anyway.
Dust-wise? It's a matter of buying / winning enough packs. Get what legendaries you can out of them and disenchant all duplicate cards or stuff you'll never use. The value is poor, yes, but once you have most of your commons / rares, nearly everything else you get from packs will turn to dust.
Play-wise? Beat them to death before they have enough mana to play their legendaries, build early to mid-range decks. (Not sure how possible that will be in the current meta.) Naxx gives you a few nice legendaries of your own - Loatheb is useful, Kel'thuzad helps secure your board.
Or play Priest and steal everything.

Dr Boom, Alexstraza, Cairne Bloodhoof, Ragnaros, Black Knight. Oh. and 2 of the rare dryad that gives a mana crystal. and half the deck is gold bordered.

To be honest, if I were playing a ramp druid, I sure as hell wouldn't run that many legendaries. As Thnikkafan just said, if you're running all four Ancients (a few variants drop the Ancients of War, but I'm pretty sure the Lore ones are considered essential), you wouldn't want that much more late game.
Given their rank, it sounds more like someone who pumped a lot of dollars into the game store, but when it comes to actually playing, they don't have a lot of sense.

You're going to find legendary cards in most players' decks. I've got a healthy collection and I've been playing since beta. I craft decks around the cards that I have. I crafted Ragnaros a while back.

@ Totemic: thats a possibility, sure. However, its not much consolation when I realize I dont have anywhere near enough removal to drop a legendary every turn for 5+ turns given I'm at rank 19 for legitimate reasons >_>
Besides, it doesnt dispriove my point given I'm sure they could at least make a vague attempt at rising above rank 19 even with no sense, so its most likely they just like hanging where their lack of sense can be made up for by sheer power.

I'm not really sure how one would "hang" around rank 19 — if your decks and play are good enough to win, then you'll rise in rank. For someone to deliberately sandbag their games so they can stomp all over newbies climbing out of rank 20 is kind of silly.

If the answer is elusive, never rule out ninjas!"It's kind of annoying to encounter Sylvannas and Ysera and Ragnaros in every other game, but that just makes your eventual win all the sweeter. I mean, they're stuck in the high teens for a reason, and that reason is because they're not very good players. None of the super-legendary decks I've encountered seemed like they had been built to any kind of plan, it's just someone who's spent a lot of money on the game using their trophies.

Maybe I'd be singing a different tune if I was getting that eventual win. I don't think I've won a single game against someone who has dropped multiple non-Naxx legendaries on me.
Priest might be an option for you. Get Thoughtsteal, Mind Control, and Shadow Word: Death. Faceless Manipulator, Big Game Hunter and Mind Control Tech might be good too. Steal all their crap or kill them off, and call it karma.

Not really, given in my experience, only an idiot plays rag when it doesnt guarantee victory the second you press "end turn"

well, yeah. because I just spent the last 5 turns before that trying to get a alexstraza, black knight, Dr boom (and minibots) and a Cairne/Baine off the board >_>
So, I recently got my hands on Jaraxxus along with a Mountain Giant. This makes me more determined to make a Handlock deck, but I still need another 1600 dust for Molten Giants, Sunfury Protectors, Twilight Drakes and another Mountain Giant. Kind of annoying that so many epics are needed to make a good Handlock Deck (not even counting the optional Faceless Manipulators). Of course, it's nothing compared to control Warrior, which needs Alex, Ragnaros, Grommash and Sylvanas.
In the meantime I'm running a kind of mid-range Demonlock deck purely because Jaraxxus is so fun to play (if I get to play him at all - half the time he sits in my hand unused, so I recently put in some Voidcallers to get him out as a minion if I'm against an aggro lineup).
