Justice League Anime

Issue #1: Welcome to Justice Hall!

It had been a hectic few weeks for the Justice League development team. Tracking down prospective members (Ayumu being particularly hard to trace), refurbishing the building now known as Justice Hall, hiring a support team...but today the first fruits of their labor would be shown.

The heroes were led into a large conference room as they arrived by helpful young women who explained that they would be handling receptionist duties once the base was fully operational.

The room had tea and coffee with the usual condiments, and a large oval table. Notably, one of the chairs was much larger than the others, apparently brought in for Raoh.

((Please introduce yourselves to each other; you may also insert flashbacks of interaction with the character's supporting cast as they announce they're going.))

Once the heroes had settled in a bit, two men walked in the far door. One was a handsome fellow of about forty, wearing a white businessman's suit. He had slicked back black hair, and wore a white eyepatch over his left eye. The other was dressed in the uniform of a JSDF officer; the rank insignia said he was a captain, but he looked a bit young for that.

"Your attention, please. I am Shutaro Mendou, head of the Mendou Family Group. This is Captain Noa Bright of Tokyo Command. He'll be your liason with the Japan Self-Defense Forces. I'd like to welcome all of you to the Justice Hall."

Asunaro City — Few Days Before Departing

Well, it was least to say that the other girls were shocked. Kaoru and Umika, the most of all. Saki caught off guard while the other three, Nico, Mirai, and Satomi were sad to see her go as well. "Kazum— I mean, Kazusa.. uh.." Kaoru nervously rubbed her arm, looking off in another direction. "Good luck out there, alright? We're gonna miss you but... we'll manage. Don't you worry about us!" she feigned happiness with a simple smile. Kazumi gave her a big thumbs up.

"Kazumi-nyan, make sure you eat well!" were Satomi's comments as she placed a hand upon the girl's stomach, which was clothed in a black shirt.

"Y-yeah, I'll do my best, Satomi-chan." even Kazumi was a bit on edge by the way Satomi was acting.

"See you around." Nico said in her typical, monotone voice. "Come back alive." that was certainly an unneeded comment. However, the black-haired Puella Magi took it in stride.

Mirai's eyes began to water, and she could hardly contain herself. "Kazumi!" she leaped forward, embracing the leader of the Pleiades Saints. "Good luck out there, I'll miss you! I'll miss you!" she hugged tighter. Tighter still. More pain. More pain. Kazumi's eyes look as though they're about to blast out from her eye sockets.

In short, departing was one of the worst things she had to overcome. However, it was all for the sake of justice. There had to be more out there, somewhere, in the grand world that's left unexplored.

Present — HALL OF THE JUSTICE

Wow, everything was so different. Not as she imagined it would be, anyway. A single magical girl other than herself, and even then it was obvious she wasn't a Puella Magi. "Uh..." Kazumi stuttered in her speech as she tried to form the right words. The giant of a man, Roah, was intimidating enough but he was nothing compared to the witches she had fought. That was a good thing... right?

"Hello there, everyone." she spouted from her mouth. The lass tried to catch herself from saying anything stupid, and she struggled to keep it in her head. The rapid thoughts of Did I say something wrong?, Am I doing this right?, and so on keep assaulting her.

Just stay focused Kazumi, you're doing FINE! Smile!

"I'm Kazusa Michirou, but you can just go ahead and call me Kazumi. I was the leader of the Pleiades Saints, a magical girl group stationed in Asunaro City. It's a pleasure to meet you all and I can't wait to work together!"

Good finish... n-now I just wait...

Ayumu's Home, Days before the Present

It had been a little while since they had approached Ayumu to join this new group of so-called heroes. At first he totally denied the idea that he was super strong or a Masou-Shoujo. Eventually they got him to admit it though and plans where set into motion. Ayumu didn't really fight them once they started and the three women who currently occupied his home told him, in different terms, "Good, you finally have a goal to work toward."

A small sigh escaped his lips as he finished what packing he had not done yet. "Man, this is already too much work" he groaned. A voice called out to him from below "Hurry up, you're gonna be late to your own farewell party." Another sigh and he walked downstairs with his luggage in tow. The room was filled with friends and he enjoyed his last minutes with them until the time came to leave.

"..." Eu was silent as always even when saying goodbye. A simple note on her ever-present notepad read "Come back soon." The rest of the gang had come to see him off too. Haruna was yelling that he was leaving with her power while Seraphim simply glared. The rest of his friends said their farewells as he walked out the door. Ayumu looked back and, with a smile said "Please don't destroy my house while I'm gone."

Hall of JUSTICE

Ayumu entered the room with his fellow Justice League members, or at least he assumed they were. He was clad, as always, in a nice shirt and pants still reminiscent of his school uniform. Certainly an...eccentric group judging based solely on looks. After Kazumi spoke Ayumu took the hint and spoke up himself. "Hello, my name is Aikawa Ayumu. I am a zombie..." he trailed off. He really didn't want to fess up to being a Masou-Shoujo here but he really ought to otherwise the pink chainsaw would just be considered a very odd accessory.

"Oh and, uh" he coughed and then his voice dropped to just above a whisper but still loud enough everyone could probably hear him still "I'm also a Masou-Shoujo." Ayumu radiated heat. It was just so embarrassing to admit it and even worse when he had to use the actual power. That costume still horrified him every time he had to use it. He fell silent and looked off into the distance.

A few days ago. Uminari City.

"I wonder why they recruited you?" asked Fate. The blonde girl seemed thoughtful.
"No idea, Fate-chan," said Nanoha. "You and Hayate-chan are equally good in this fighting crime thing."
"Perhaps Mother thought you'd be good PR," mused Fate. "Still, it's sad to see you going."
Nanoha embraced her friend. "Don't worry, Fate-chan," she said, "I'll be sure to visit a lot. And you have Hayate, and the Wolkenritter, and your family."
"Goodbye, Nanoha," said Fate. She was looking sadder than a person just bidding a good friend farewell.

Justice Hall. Now.
Nanoha, wearing the white dress and jacket of her school uniform, stood up.
"I am First Lieutenant Nanoha Takamchi, mage rank triple A, on loan from the Time-Space Administration Bureau. It's nice to meet you, everyone!"
She walked around the table and clapped Ayumu on the back. "Don't worry, Ayumu-kun. Just do your best, neh?"

TAKAHARA GYM

Raoh finished putting on his armored boots when he said "I'm going." His boxing trainer, Takahara Daisuke, just gave a sardonic smile and said "Don't forget to come back now. Your fights might be slow in coming, but you're still a boxer of this gym." Raoh simply nodded at this. There was nothing left to be said. He stood and left the gym.

HALL OF JUSTICE

Raoh honestly never thought he would ever set foot in a place called the "Hall of Justice", and yet, here he was. He was pleasantly surprised by the chair; being as large as he was meant there were very few things in his size, and he appreciated that they had gone to the trouble to find/make a chair for him.

As he sat down he looked around at those who had been assembled, shocked by their apparent youth; most of them couldn't be over sixteen. When Kazusa introduced herself, Raoh gave her a small nod of acknowledgement. He allowed himself a brief moment to wonder how a male zombie Mahou Shoujo could exist, but considering that he himself used a martial art that could pop peoples heads like balloons, Raoh supposed he wasn't one to talk.

After Nanoha had finished introducing herself, Raoh said "I am Raoh, a martial artist. I help clean up the garbage the believe that the downtown area is easy pickings. Currently, I am a boxer, though I have only fought in a few matches. It is a pleasure to meet you all." Raoh knew that introductions generally called for a bow, but he settled for a nod instead. Raoh bowed to no one. He wondered what the Time-Space Administration Bureau was, but decided that that could wait until after introductions were over.

The invitation had come rather unexpectedly and through intermediaries. Television, stage and voice actress extraordinaire Sumire Kanzaki had been hard at work on set at the time. Simply approaching her in the midst of that work was out of the question. Instead of approaching her directly, the invitation had been extended through the Chinese specialist who'd helped build the Spirit Armour. Kohran Li was also, more or less, working part-time as Sumire's assistant these days.

During a break in the shooting, the oddly purple-haired mechanic delivered the note to the boss, "Message for you, Sumire-han. He looked all official and everything.."

"Probably just more adoring fan mail," Sumire responded with a self-assured smirk as she opened the note. Low and behold it was something far more interesting.

"My, my, this is certainly news," she thought aloud, then tucked the note under her kimono and concluded, "But it would be a shame to deprive them of the services of Japan's top star. It looks like I'll need to adjust my schedule."

She arrived before the "Hall of Justice" in a nondescript car with tinted windows, driven by Ms. Li. This was not normally in the Chinese girl's job description but the regular driver was on holiday. Also worth noting was that Sumire's idea of nodescript was a luxury car prototype. You had to ride in style after all. As she entered the refurbished building Sumire had to wonder what kind of cast had been assembled to support her efforts. She was utterly convinced she was the star of this Justice Force, or whatever it was called.

The meeting room proved to be a surprise to her. Not because of the decor but who resided inside of it. Two girls who were teenagers were only a surprise to Sumire because they'd been chosen for this project. When the plan to produce enough Spirit Armour units for a JSDF squad had been proposed, younger girls were calculated to have more raw reiryoku to harness. So the idea of them being on a team was an idea that Sumire was already used to.

That boy who said he was a magical girl was about the last thing Sumire could've expected though. It certainly explained his pink chainsaw.. wait, a chainsaw? Not an expert by any means, Sumire had still never heard of a magical girl using a chainsaw. So many snide comments entered her mind that she wouldn't have known where to start. She figured that the 'zombie' remark was a metaphor. Then there was the huge man who'd probably needed a custom made chair to fit in the room properly. As he spoke she thought, 'so my supporting cast consists of two magical girls, one self-proclaimed zombie magical girl who's a boy, and what appears to be a strategically shaved gorilla? wonderful...'.

Once that 'gorilla' had finished speaking, Sumire stood and smiled, "For the benefit of those who do not instantly recognize me, I am Japan's top star of screen, sound and stage, Sumire Kanzaki! I contribute the Kanzaki naginata style and the formidable Kanzaki Industries Spirit Armour to this force. Follow my lead and no one will stop us! Oh ho ho ho ho ho ho!!" She even raised a hand up parallel to her mouth to complete the effect. For a moment it was more like she as a villain than a recruit for the new crime fighting team.

A few days ago.

"More!" yelled Black Star, raising his bowl, and giving Maka a grin, pieces of ramen still stuck in his teeth. He was in Maka's house, who was throwing a good luck party to the duo that was Black Star and Tsubaki, since they had been invited to be part of a group called the Justice League. Black Star's demon weapon partner, Tsubaki, let out a long sigh at the boy's lack of manner.

Maka rolled her eyes, picking up the pot and placing another serving of ramen in Black Star's bowl. He didn't even say thanks, and quickly began to devour the food, eating with the speed of a cheetah. "Thank you for this party, Maka." Tsubaki said, bowing her head. Maka smiled back, serving the other guests of the party: her partner, Soul Eater, Death the Kid (and his two partners, Patty and Liz) and even Doctor Stein, who was too busy dividing the ramen into specific section. "And the food is surprisingly delicious!"

"You can say that again," Soul replied. "It's a surprise that Maka can cook at all!" A minute later, Soul was on the floor, having received one of Maka's trademark chops. "No problems, Tsubaki. I just wonder: why did they choose you two?" She asked, placing the pot on the table.

"Well, maybe—"

"Isn't it obvious?!" Black Star interrupted Tsubaki, his mouth full of ramen. "They need someone of my level to make that team the greatest team in the universe! Of course, they are all going to be a stepping stone on my path to surpass God! Ha-ha!"

"It'll be a miracle if they don't give up after realizing who they have for a teammate." Death the Kid commented, poking his ramen with his finger.

"What was THAT?! You dare make fun of the great Black Star?! I could beat you in a duel with my hands strapped to my back, my eyes folded, and wearing shoes made out of metal!"

Tsubaki sighed as she watched Black Star and Death the Kid start a shouting contest- which ended with the two receiving Maka chops that left them lying on the floor right next to Soul. Death the Kid had a point: making Black Star co-operate with the team was going to be a really difficult task...

Present.

Tsubaki entered the Justice Hall with her fellow team members, and watched the introductions with palpable excitement. Once it was her turn, she gave them a long, formal bow, and began. "My name is Tsubaki Nakatsukasa... it's such an honor to be part of this great team, and I hope we can work together without any problems. My Meis—"

Before she could properly introduce her partner- that wasn't there- one of the windows of the Justice Hall was busted open as a kid jumped through it (yelling "YA-HOOO!"), landing right in the middle of the oval table- surprisingly not breaking anything. After his landing, Black Star stood up, a grin on his face, and pointed at himself with his thumb. "No need to worry anymore! Black Star is here! The man who will surpass God is now part of your team! And don't worry, I can give autographs to everyone!" he said, stepping down from the table with pride.

"... and this is my Meister... Black Star." Tsubaki said, an awkward smile on her face, almost as if she was mentally saying sorry for my partner's behavior. "He's also very excited to work with all of you."

"What are you talking about, Tsubaki? They are going to work with me! Don't switch it around!"

Hall of Justice

Celty looks around the Hall of Justice feeling a bit apprehensive about this. No one she'd asked had known anything about it, but Izaya seemed to know what she was doing without her even telling him. That felt suspicious, but Izaya is an information broker, so it's his job to know that sort of thing, so she refrained from being to paranoid. Still, she made sure to keep an eye out for trouble. Entering the conference room, she looks around at the others there. She pulls out her phone, and quickly types on it, Hello. She holds it out for all to see before taking it back, and typing, I'm Celty. I assume we're all here for the same thing. She holds the phone out, once more, for everyone to read.

Raoh listened as the others introduced themselves. Once Celty had finished, he said "I assume so. My name's Raoh." He then turned to the blue haired meister and said "I like your ambition, but you could benefit from learning some restraint. A flame that burns twice as bright burns half as long, after all."

After this, Raoh turned to Ayumu and said "Aikawa. If you don't mind me asking, how did you become a Mahou Shoujo? And why is your weapon a chainsaw, of all things?"

"Hah!" Black Star replied, grabbing an energy bar from his pocket, removing the wrap around it and taking a huge bite out of it. "Black Star's flame will never go out! Compared to me, your flame is like a lamppost, while mine is the torch on the Statue of Liberty- no, no, my flame is the Sun itself!"

"Black Star... not on the first day..." Tsubaki mumbled to herself, with the same expression as before.

So many strange things occuring at once. The magical girl could hardly keep her head on straight, but she took in a deep breath.

They're all here for the same thing you are, so keep sharp!, Kazumi nodded to herself. She heard the gloating of the obviously hyperactive Black Star. "Uh..." then she hard that Ayumu was a mahou shoujo.

But isn't he a guy... how does that..., Kazumi's thoughts took over, and eventually, they left her mouth.

"I agree with Roah-san, uh... how... did you become a magical girl?"

Hall of Justice, Ayumu

Ayumu accepted the clap on the back. He put the chainsaw down for now. He didn't know why he had brought it to this but he guesses that it confirmed his Magical Girl-ness. "I suppose I ought to mention that the chainsaw has a name, Mistletainn" he added with a little wave. "Thanks Nanoha, I can call you that right" he said with a smile.

Having heard all the introductions now he assessed the group. Raoh was the brute force of the group, Nanoha seemed nice enough, Celty was odd, and Black Star and his girlfriend were...odder. And the famous actress and more, this was almost too much to take at once. Then Raoh asked how he became a Masou-Shoujo.

"Well, uh, that's a long story. I guess the cliffnotes version is that a serial killer got me, I was raised from the dead by a necromancer then a Masou-Shoujo tried to use her magic on me and I kind of absorbed it" he said with a blank look. "Oh, and Mystletainn is the signature weapon of that Masou-Shoujo so I need it to use those powers" he spoke as he held up the chainsaw.

A number of things of note occured within the space of a few moments. That annoying child breaking through the window was just the beginning. Sumire was certain that she was going to despise every moment spent having to work with him. Then the strange woman with a motorocylce helmet introduced herself with her cell phone. It was also about this time that it occured to Sumire that she had in fact met someone in the room before. Mendou, specifically, at some social event or other where a large number of important personages had been present. At least she had that going for her.

When she heard the chainsaw-toting male magical girl explain that he was literally a zombie, Sumire was actually a bit spooked. Things like that existed? And weren't evil? She knew there were dark forces of course, but not just undead that went about their daily lives like everyone else. Perhaps she might have remarked on the issue had there not been the completely self-absorbed child and his unfortunate sidekick.

"I'll let it be known that I have no intention of following orders from a pint-sized vandal. Property destruction is not the proper way to enter a room. And furthermore," she waved her hand dismissively, "Perhaps you should mind what you say. We don't need the Hall of Justice filling with hot air, after all."

In addition she nodded to Tsubaki and remarked, "I'm sorry you've been forced to partner with such a child."

"Of course, Ayumu-kun," said Nanoha. When he recounted his tale, he got a blank stare as a response. Sure, Nanoha's best friend was a clone of a dead girl, and her other best friend is bound to an omnicidal artefact in the shape of a book, and she was occasionally employed by what amounted to space police, but even she drew the line somewhere. It was just too weird. She turned to Sumire instead.
"Kanzaki-san," she said, "I hope that if everyone will do their best, maximum power, then there will be no need for ordering people around. But you are right, property damage is to be avoided... when it's possible, that is."

Kazumi felt as though she's left alone in a desert, watching tumbleweeds travel on by. That was the most accurate way to depict the current situation. She could relate to none of these — did Ayumu just say he was a zombie? Well, she could relate to him, because technically she was a lich. "Uh..." she opened her mouth to speak up and make the revelation, but then Nanoha had caught her attention at the last second.

"N-nanoha-san." Kazumi spoke, a faint smile upon her face. "You're a magical girl too, right?"

"Oh, I said it already, but my name is Kazumi." the witch girl stretched a hand out toward her senior, hoping for some cordial conversation afterward.

After Ayumu finished his story, Raoh said "I see. It sounds like you have had it rough, especially if you need to wear one of those frilly dresses other Mahou Shoujos wear.", though his tone of voice and expression remained unchanged. He was slightly surprised when Nanoha said "total destruction". Perhaps she was not as soft as he had believed...

However, Raoh turned his attention back to Black Star, Tsubaki, and Sumire. After Sumire had finished her spiel, Raoh said "He said he is the 'man who will surpass God'. That is not pure arrogance, simply an arrogant promise." He then turned fully to Black Star and continued with "It's a promise I'm going to hold you to, boy. I don't appreciate being lied to. However, when the time comes for you to prove your strength, it will not be God who meets you. After all, my fists are the ones that will shatter the Heavens." He then turned to Tsubaki and said "Though it appears that you have your work cut out for you, Tsubaki. As his partner, make sure he doesn't get himself killed before realizing his full potential."

"Your attention, please. I am Shutaro Mendou, head of the Mendou Family Group. This is Captain Noa Bright of Tokyo Command. He'll be your liaison with the Japan Self-Defense Forces. I'd like to welcome all of you to the Justice Hall."

The man in the white suit paused a moment to let the room quiet down. He was clearly used to dealing with volatile personalities.

"We expect your police liaison to arrive this afternoon—apparently there was some last minute politics. I, of course, am the spokesman for the Justice League Funding Coalition. As such, I cannot give you orders, but will be providing strong advice from time to time.

"Later on, the reception team will be giving you a tour of the facilities and you can choose apartments...except Mr. Raoh, as apartment three has already been modified for him.

"For the moment, please be seated so that I can brief you on what we expect the Justice League to be doing."

((Reaction shots anywhere in here.))

The speech Mr. Mendou gave was competent and clear, and thankfully brief. The Justice League would be semi-autonomous, able to follow its own leads, but expected to give priority to requests from the police and military.

"Any...relevant...questions?" Again, it appeared Mr. Mendou had experience.

However, I currently sharing an apartment, and as my roommate and I split the bills, it would be unfair to just up and move. I will be staying with her until she can find a new roommate."

When Shutaro finished explaining the basics of how the League was supposed to function, Raoh said "What are the specific restrictions on our methods, is there any set command structure for the League itself, and are there any other potential members that are up for consideration at this time?"

Sure Nanoha might have actually been insinuating something with how she mentioned property damage, but that didn't matter. Sumire was pleased just to have her opinion backed up. That and arguing with magical girls wasn't her idea of a valuable allocation of her time. She was about to add in that vandalism could be avoided when there was a front door to go through, but then Mr. Mendou spoke.

Learning she'd be staying at the Hall of Justice or was expected to was surprising. With family's ownership of Kanzaki Industries she could afford to live wherever she chose. She was inclined to question the apartments, then, until the gargantuan man raised an issue of his own. It was similar enough that she waited to see what Mendou's reaction would be. That would show if the apartments were optional. The rest made sense enough - she'd helped consult the JSDF about the Spirit Armour initiative, so working with the authorities wasn't something she would argue with.

"I imagine there would be no problem if my technician came in from time to time should the Spirit Armour need work done? I'm afraid I must be very insistent that only she be allowed to perform maintenance on it," she asked instead, confident there would be no problems.

"Yes. For those of you who are local, the Hall apartments will just be a place to sleep if for some reason you need to stay overnight. At the moment, they only have futons, desks, and a desk chair—those of you who lead less spartan lives will presumably be bringing in your own furnishings."

"Under Japan's Constitution as it stands, you cannot operate outside Japan's territorial waters—if you need to go to another country, our government will need to get that country's permission first. Also, you will be expected to honor the constitutional rights of Japanese citizens. As with the police, you will be expected to file after-action reports and may be removed from the team at the Prime Minister's discretion. Killing Japanese citizens is naturally frowned upon, and after action reports will be mandatory in those cases." Mendou seemed pleased by Raoh's sensible questions, though he too kept a stoic expression.

"You will need to choose a leader among yourselves. I will mention that many American superhero groups find it expedient to have split responsibilities—a tactical/field leader for when you're actually in action; an administrative leader to handle all the paperwork and logistics; and a 'face' who handles official interaction with the press and public. Some people can handle all three, or two of the three, but not everyone can."

The last question made Mr. Mendou pause a bit. "We do have other candidates under consideration, if this initial lineup works out. A few individuals have asked to be placed on emergency reserve status, but I'm not at liberty to reveal their names at this time."

"I imagine there would be no problem if my technician came in from time to time should the Spirit Armour need work done? I'm afraid I must be very insistent that only she be allowed to perform maintenance on it, " Sumire asked instead, confident there would be no problems.

"Ah. Captain Bright?"

The younger man came from parade rest to attention. "That would be Li Kohran, who anticipated that request, Ms. Kanzaki. She's already filed the necessary paperwork and gotten her clearance. I understand she's also expressed interest in maintaining and updating the other team vehicles as time allows."

"Yes, Kazumi-chan," said Nanoha, seeing that the issue with property damage was pretty much resolved. "Though the correct term is mage. I won't bore you with the technical details."
She turned to Mr. Mendou. "Well, since I'm on lease from the TSAB, I'll just copy my usual reports to them to you guys as well" — she groaned inwardly; more paperwork was the last thing she wanted — "and the rest is pretty much obvious. Thankfully, Mid-Childan magic will only kill if I wish it to do so, so we can safely expect next to nil collateral damage in that case."
She paused and thought a bit. "What Kanzaki-san said is also relevant to me, in a way; I'll have to get Raising Heart maintained from time to time, and I don't think you have the facilities here, so I'll have to go back to a TSAB ship or base for it. Hopefully it won't be needed much."
Another, longer, pause, while the brown-haired mage looked around. "I have some experience in leadership, but only at platoon level and below."

Tsubaki shook her head at the I'm sorry you are this kid's partner comment. "Ah, you see, he's not that bad... when you get to know him..."

The two remained silent during Mendou's explanation- well, Tsubaki remained quiet, Black Star looked like he was going to fall asleep at any moment. However, once he said the word "leader", Black Star grinned and slammed his hand on the table. "The answer to that question is obvious!... I'm not going to be the leader. I'm too big to be tied down to the position of leader, having to deal with things like... reports... and... taking care of other small people... eurgh."

"Mr. Mendou... Sir..." Tsubaki asked, clasping her hands together. "Are we going to go through various types of missions, or just one, like... reconnaissance, perhaps?"
