Aren't those included in evaluating skills?
Your stats do not really matter that much; what matters is to be a Divine Minion 1/Wizard 1/Master of Many Forms 3 Kobold.
I hope this is not too obscure for TV Tropes... heh, who am I kidding, nearly everyone here outgeeks me
But they seem to know where they are going, the ones who walk away from Omelas. In many proficiency checks, you usually have to roll a stat modifier along with your skill roll. Certain skills also use a raw stat roll combined with a skill modifier, but that's usually included in the build. Stats are also important in making sure you can keep up with many skill-tests in a row, since you have to pay the stamina/fatigue costs for every time you use a proficiency skill.

"Eratoeir is a Gangsta."Not necessarily. Depending on the circumstance modifiers, you may easily find yourself wishing that you had invested more points in stat training instead of skill ranks.

If skill and technique is all you need in most occupations, then what is the importance of all the other things like strength, speed, precision, etc.?
