I watched both episodes and I thought they were funny too. I haven't seen the films you mention, so in my mind the humour was similar to the Austin Powers movies and to François Pérusse's punny/farcical audio sketches.
I think the line that made me crack up the most was "FOR THE FIFTH TIME THIS YEAR!". I also loved anything silly that wasn't directly addressed, like the ridiculous number of crime scene tape barriers they had to step over in the old man's house, and more meta parodic elements, like how Cloth keeps turning to the camera dramatically in the opening sequence.
"If it ain't broke, don't fix it. And even if it is broke, just ignore it and maybe it'll be sort of OK — like the environment."

A Touch of Cloth is a spoof detective comedy-drama created and written by Charlie Brooker and Daniel Maier.
It stars John Hannah and Suranne Jones, and features Julian Rhind-Tutt. A Touch of Cloth is a parody of British detective and crime dramas, with the plot based on a story by Messiah novelist Boris Starling.
Trailer.
Seen the first episode, and it's pretty good, clearly inspired by the Naked Gun movies/Police Squad TV show.
