Well in Marvel, Stark's armor tech was leaked out (by Stane, I think?) and in any case he had already made similar (but inferior) versions (The Mandroids and the Guardsmen) for SHIELD. Besides, others had also developed their own Power Armor tech independently, such as the Soviet Titanium Man and Crimson Dynamo.
So yeah, I don't think Steel *needs* to have based his tech on Stark's. The similarities are superficial at best.
Well, this version of Steel used to be a Stark employee for weapons r&d before the Middle East incident happened. He is explicitly inspired by Stark as well as Superman, and later a little bit of Thor, and at the very least tried to invent his own iteration of repulsor tech to put in his suit, making a CQC version.
The one piece of tech Steel could have stolen is the arc reactor, and that's not present in the Steel suit. I also went and looked up Steel's canon hammer and it has some pretty sweet powers, so I might upgrade to those at some point. Like letting it tie into the Earth magnetic field to make it immovable? Sweet.
Ha! Take that, writer's block!
Also, interesting bit of trivia for you guys: I just found out that they're making a new Lego Marvel game, and guess which temporal despot is the main antagonist? Talk about timely...

I was going to have Steel show up at Stark Tower and so I wanted to hammer out a detail.
Specifically, how similar Steel's suit and its tech is to Iron Man's. Currently, Steel isn't even hiding it, as he's dropped the face-like mask and put on an Iron Man mask on his suit. So Steel's suit is definitely derivative of Iron Man's repulsor technology but more like Henry saw it in action and tried to repeat it without any blueprints. He was able to duplicate a lot of the same principles but applied very differently.
