Well pollutants tax are for things such as hardware manufacturing in the computer industry. That's going to create toxins in the environment. We can't really ban that. We can ban them from dumping with extremely hefty fines and jail time but the industry itself will still continue to pollute afterward. That's where the tax would come in.
