nah it's normal situation. Nintendo always quite, sony releasing their load before E3 but still keeping some surprised. MS while quite it easy to predict what they have for show.
EA, Ubisoft. and other already have several big game for E3 show and probably with some surprised

The real deciders are the three consolemakers themselves and the big exclusives they have for their respective systems. Companies like Blizzard, EA, and Valve would only gain benefit out of the whole conference if their product was big enough to cause some waves or the concept needed the extra advertising boost.
Also, why would a company want to time the news about their new games during the same time that a major conference which is bound to have some massive attention-grabbing titles will be active?
Too many people care about E3 in the first place.

Never tell your problems to anyone...20% don't care and the other 80% are glad you have them.I do like Nintendo keeping the announcements under their collective hat. It's so much more fun for them to be surprises.
I mean, who didn't go nuts when they heard the familiar jungle drums and realized what was being announced a few seconds before the trailer happened? It's moments like that that I watch E3 coverage for.

I have a message from another time...Donky Kong Country is one of the few games my brother gets actively excited about, so the second I heard those drums, I was immediately on my phone, sending him a text that said "HOLY SHIT, DONKEY KONG COUNTRY 4!"

In the past several years, I've noticed lately how in the month or two before E3 that there is always reveals or "leaks" of info on what's to be seen at E3. It's getting to the point that most people know at least 90% of what is going to show up in the event before the event even starts. It feels like generating hype sorely because people know their favorite titles will be shown at the event rather than left guessing on what could come out next.
Course nowadays, E3 seems to be more catered towards stock holders, which is probably why everything is shown on the table before the event even starts.
Heck, I remember how surprised I was to hear about Golden Sun Dark Dawn being made and there was zero info about it beforehand. E3 is like Christmas in the summer; you don't know what you will get but you know you will get something good.
Remember, these idiots drive, fuck, and vote. Not always in that order.
