Sadly, Decode 03 is as likely as another season of Suzumiya Haruhi right now.

Yeah, I'm not really banking on it myself. At this point, I guess the next best thing is getting into the manga, despite how different I hear it is.
Jumping in on the animation quality discussion, I think that it's safe to say that the low budget thing is at best unsubstantiated speculation, and it should probably be taken out of the articles.
Personally, I love the animation. the more conventional parts are incredibly well shot and well animated, and those heavily disputed experimental segments are amazing. They completely blow my mind. THAT part from season 2 ep 7 and THAT part from season 2 ep 12 are probably the most intense and powerful things I've seen in a visual medium. Ever.
As for Decode 03, this is one of the rare times that I'm ok either way with it. Usually I think that when things end they're done, and to make more would probably not be a good idea due to sequelitis, it often coming off as cheap and asspully. I like complete stories, not season 145354 of something that was initially intended to have 1. If it gets too long, longer than it planned to be, it often loses itself.
On the other hand though, Decode 02 ended with enough to work with for a sequel, but I totally loved the semi No Ending it had. I think it worked very well with the themes of the show in general. That being said somehow I would be ok with them continuing it. I don't know which I'd like better. Well, of course it would all depend on what the hypothetical Decode 03 would be like. This is probably moot because the chances of it getting made are pretty low.
Just... everything you said. So much. Anime is a visual medium. If an animator can find an exciting way to convey exactly the emotion, tone, and/or energy in a scene through the visuals, they should go for it.
I can honestly say I agree with you on endings in general. With regards to Birdy specifically though, the main reason I'd like a Decode 03 is because there was clearly enough of a Myth Arc set up that they didn't get to properly flesh out. Revy's beef with the Federation, Gomez, the Ixiorans, etc. And I wouldn't exactly call either Birdy or Tsutomu's character arcs complete at this point. If we got an ending that addressed these points at least, I think I'd be fine even if the series "truly" ended with Tsutomu still in Birdy's body. |D
Talking of the animation quality, does anyone know where I could find the TV version? I've only seen small parts of it and want to be able to compare it to the DVD version.

My angry rant blog!I watched this show last spring.* It was decent, but I felt like there was a lot of wasted potential; there were clearly competent people working on it, but it spent too much time focusing on things I wasn't interested in. I would have preferred if they had kept to the straight-up action/sci-fi formula of the first few episodes through to the end, instead of doing all the flashbacks and dark angsty stuff. There are also elements of the art style that I dislike.
