To put things into perspective, I'll perform a character count of each folder:
- The Avengers: 22,400 now, at least 23,195 after Ms. Marvel joins.
- Supporting Cast: 6,546 not including Ms. Marvel.
- SHIELD: 9,265
- Villains: 19,291
- HYDRA: 5,716
- Masters of Evil: 10,172
- Skrulls: 2,751, for now.

You don't need to go through TRS to split articles. If the page is getting too big, feel free to do it.

Does the popularity of the series affect the necessity of a split?

...No, not really. If the page is getting too big, and you think a split will make it easier to read, just do it. Not a formal procedure, really.

Does this page look ready to split? The folders about the Avengers and the villains look pretty long, but the others look only "kinda long" at most.
